Bolingbrook does not have a stand-alone short-term rental ordinance with a numeric overnight cap. Hosts must hold the Village landlord license required by Chapter 26 (Section 26-53), pass a Code Enforcement rental inspection before any tenant move-in, and comply with the maximum occupancy figure on the unit's Rental Occupancy Permit and the underlying Property Maintenance Code.
Bolingbrook regulates rentals (long- and short-term) primarily through Chapter 26 of the Code of Ordinances and the Good Neighbor Rent/Lease Program administered by the Village's Code Enforcement Division (Police Department, 630-226-8760). Section 26-53 makes it unlawful for any owner, agent, or manager of a rental dwelling to rent or lease a unit without a current $75 annual landlord license, which expires April 30 each year. Before any occupant moves in, the unit must pass a rental inspection ($125 vacant, $250 occupied) plus a fossil-fuel inspection performed by a Village-registered contractor. The landlord must then file a Rental Occupancy Permit (ROP) form with Code Enforcement; the ROP records the unit's permitted maximum occupancy, which is determined under the Village-adopted Property Maintenance Code minimum sleeping-room floor area standard (typically two persons per bedroom plus additional persons based on bedroom square footage). Bolingbrook has not adopted a stand-alone STR ordinance with a Chicago-style 'two per bedroom plus two' formula, so the binding number for an Airbnb or Vrbo unit is the figure printed on the Rental Occupancy Permit. Properties subject to a homeowners association must additionally provide a letter showing rental is permitted, the association's rental cap is not exceeded, and dues are current. Operators that meet the 35 ILCS 145 definition of a short-term rental must also remit Illinois Hotel Operators' Occupation Tax through the Department of Revenue.
Renting a Bolingbrook unit without the Section 26-53 landlord license, without a current Rental Occupancy Permit, or beyond the occupancy figure on the permit is enforced by the Village Code Enforcement Division. The general penalty for Code of Ordinances violations applies, with each day of unlicensed operation a separate offense, and Code Enforcement may pursue revocation of the landlord license and the Rental Occupancy Permit. Hosting parties or events that exceed the ROP occupancy figure can also trigger nuisance-abatement and HOA-letter compliance review.
