Large cisterns connected to plumbing systems trigger 248 CMR (state plumbing code) permits. Potable use requires treatment meeting Title 310 CMR 22 (Drinking Water). HOAs may restrict visible placement but cannot ban collection outright. Cross-connection to municipal water requires backflow prevention under 310 CMR 22.22.
