The county does not regulate pruning of trees on private property. In incorporated areas, a municipal urban-forestry or public-works code governs trimming of street trees and trees overhanging public right-of-way, often requiring a permit for work in the tree lawn. On unincorporated land, townships may address it under zoning adopted per ORC Chapter 519. Overhanging branches from a neighbor's tree are handled under Ohio nuisance/self-help common law (you may trim to the property line). Check your specific municipality before cutting a street tree.
