Sedgwick County sets no general permit to trim trees on your own land. You must keep vegetation from becoming a nuisance or obstructing roads/sight lines, and can be required to trim limbs overhanging a county right-of-way.
There is no county ordinance requiring a permit to prune trees on private, unincorporated property. The county's interest is public safety and nuisance abatement: overhanging or dead limbs that endanger a public road or block traffic sight distance can be ordered trimmed or removed under the Chapter 19 Nuisance Code and road right-of-way rules. Neighbor disputes over branches crossing a boundary are a private civil matter under Kansas common law, not a county ordinance. Trees within a city (Wichita etc.) are governed by that city's forestry and nuisance codes.
Vegetation that becomes a nuisance or blocks a right-of-way may be abated by county order; abatement cost can be assessed to the owner.
