The County General Plan also encourages — rather than mandates — careful tree care: Implementation Measure LU-1.4f directs staff to work with applicants to retain mature oak trees of all sizes and species where possible. For ordinary homeowners, trimming your own trees needs no county permit; the rules that bite are the state and county wildfire-clearance standards.
Failure to maintain PRC 4291 / Chapter 9.14 fire clearance can result in CAL FIRE enforcement or county abatement. Vegetation obstructing a county road or right-of-way may be ordered cleared by Public Works or abated as a nuisance with costs to the owner.
