Because Texas counties cannot zone unincorporated land, El Paso County has no ordinance regulating how or when a private owner trims trees on their own lot. There is no county arborist permit, canopy standard, or pruning-season rule. Trimming follows common-law duties: an owner must not let branches or roots cause a nuisance, and either neighbor may generally trim overhanging limbs back to the property line at their own cost. Vegetation blocking a county road right-of-way or sight lines can be cut back by the county under its road authority, and trees near power lines fall under the utility's easement rights. Cities such as El Paso have their own tree rules that do not apply here.
There is no county trimming permit or fine. Enforcement arises only if uncut vegetation blocks a public road, or creates a Chapter 343 nuisance near another residence, in which case the county may act after notice under Section 343.022.
