Most of central Yavapai County lies inside the Prescott Active Management Area (PrAMA), one of five state AMAs governed by the 1980 Groundwater Management Act. ADWR enforces Assured Water Supply rules; new six-lot-plus subdivisions must prove a 100-year supply. Outside the AMA, exempt wells under 35 gpm are unregulated.
The Prescott AMA covers Prescott, Prescott Valley, Chino Valley, Dewey-Humboldt, and surrounding unincorporated land. Under ARS Title 45, Chapter 2, Article 9, any new subdivision of six or more lots inside the AMA must obtain a Certificate of Assured Water Supply from ADWR demonstrating a continuous 100-year water supply. ADWR also caps non-irrigation pumping and requires conservation compliance for large users. Domestic exempt wells (under 35 gpm) require only a Notice of Intent to Drill and are not metered. Outside the PrAMA (Sedona, Verde Valley, far western areas), groundwater is not actively managed. The county imposes no irrigation schedule; each municipality may set its own drought-stage restrictions.
Subdividing without a Certificate of Assured Water Supply violates ARS 45-576 and can void plats and trigger ADWR enforcement. Drilling without a Notice of Intent under ARS 45-596 is a civil violation with per-day penalties.
