Arizona state law (ARS Β§36-1606) preempts most fireworks regulation, but allows counties under 500,000 population to restrict use. Yavapai County permits consumer fireworks only June 24-July 6 and December 26-January 4. All fireworks are banned countywide during active fire restrictions under Ordinance 2025-2.
ARS Β§36-1606 reserves fireworks regulation to the state but explicitly authorizes counties under 500,000 population to limit use of permissible consumer fireworks. Yavapai County qualifies. Use is allowed only during two windows: June 24 through July 6, and December 26 through January 4. Daily use is prohibited between 11 PM and 8 AM, except July 4 and New Year's Eve. Use is banned within one mile of preservation areas exceeding 15,000 acres, including Prescott National Forest. When the Board of Supervisors declares Stage 1 or Stage 2 restrictions under Ordinance 2025-2, all fireworks are prohibited countywide regardless of the calendar window. Display fireworks (aerial shells, M-class) remain illegal year-round without a state pyrotechnics permit.
Class 1 misdemeanor for use during fire restrictions or outside allowed windows. ARS Β§13-1709 allows cost recovery if a wildfire results. Civil fines up to $1,000.
