New York legalized e-bikes statewide in 2020 with three classes. Nassau County permits all three on most roads, with Class 3 generally limited to riders 16 and older and helmet requirements depending on class.
Under NY Vehicle and Traffic Law, Class 1 e-bikes are pedal-assist up to 20 mph, Class 2 are throttle up to 20 mph, and Class 3 are pedal-assist up to 25 mph. Class 3 operation is restricted to riders 16 and older statewide. Helmets are required on Class 3 e-bikes for all riders. E-bikes are not motor vehicles and require no registration or insurance. Local park districts and the State Parks system, including Jones Beach State Park, may impose additional restrictions on motorized assistance, especially throttle-only models.
Operating a Class 3 e-bike under age 16 or riding without a helmet on Class 3 may trigger summonses with fines up to a few hundred dollars under NY VTL.
