Los Angeles ran a photo red-light enforcement program from 2004 through July 2011, when the City Council voted to end it after a cost-benefit review. Current automated photo enforcement is limited to bus-only-lane cameras (Metro/LADOT, 2023) and school-bus stop-arm cameras.
Between 2004 and 2011 LAPD operated 32 red-light camera intersections. The Council and LAPD ended the program after finding collection rates and safety benefits did not justify costs. Old red-light camera tickets were no longer pursued by LA Superior Court. AB 917 (2023) authorized buses equipped with forward-facing cameras to issue civil bus-only-lane and bus-stop violations; LA Metro began deployment in late 2023 with a warning grace period. School-bus stop-arm cameras are permitted under CVC §22454 with civil penalties starting around $250 for first offenses.
