Equipment must comply with EPA noise emission standards under 40 CFR Part 204 for portable air compressors. Backup-alarm waivers exist in some cities for emergency work. Demolition usually needs separate permits.
Phoenix construction-noise violations are civil infractions with fines up to $1,000 per day under City Code 23-14. Scottsdale fines reach $2,500. Mesa imposes Class 1 misdemeanor charges with $2,500 fine and six months jail under ARS 13-707.
