The county has no comprehensive construction-noise ordinance for unincorporated areas beyond general nuisance authority under ARS 11-251. Cities set the binding hours. Phoenix City Code Chapter 23-14 permits construction 5:00 AM to 7:00 PM Monday-Friday and 6:00 AM to 7:00 PM Saturday and Sunday with decibel caps. Scottsdale Revised Code 18-22 limits work to 6:00 AM-7:00 PM weekdays, 7:00 AM-7:00 PM weekends. Mesa Code 6-7 allows 6:00 AM-10:00 PM. Tempe restricts construction 6:00 AM-7:00 PM. Equipment must comply with EPA noise emission standards under 40 CFR Part 204 for portable air compressors. Backup-alarm waivers exist in some cities for emergency work. Demolition usually needs separate permits.
Phoenix construction-noise violations are civil infractions with fines up to $1,000 per day under City Code 23-14. Scottsdale fines reach $2,500. Mesa imposes Class 1 misdemeanor charges with $2,500 fine and six months jail under ARS 13-707.
