Aircraft operations at St. Louis Lambert International Airport (STL), located in north St. Louis County but owned and operated by the City of St. Louis, are exclusively regulated by the Federal Aviation Administration under 49 USC 40103. Local noise ordinances cannot restrict flight paths, altitude, or operating hours. Lambert runs a Part 150 Noise Compatibility Program including the Residential Sound Insulation Program, which has soundproofed over 2,000 homes within the 65 DNL noise contour. Complaints about specific flights are logged at the Lambert Noise Office (314-426-8040) and forwarded to the FAA and carriers. Boeing flight testing from the STL facility and Missouri Air National Guard operations at the former 131st Fighter Wing site also occur. Residents near the flight paths in Bel-Nor, Normandy, and the northern tier of St. Louis City experience highest exposure.
