Construction hours in Grass Valley, CA β sometimes called construction noise rules or contractor work-hour ordinances β set when contractors can run power tools, hammers, and heavy equipment.
Unincorporated Nevada County does not impose countywide construction-hour restrictions: both the General Plan Noise Element and County Code Sec. 12.04.070 expressly exempt construction activity from the exterior noise standards. Hour limits are instead imposed project-by-project as conditions of approval.
General Plan Noise Element Policy 9.1.2.f provides that the county's exterior noise standards 'shall not apply to those activities associated with the actual construction of a project,' and the county's Housing Element Rezone EIR confirms that 'Construction activities are exempt from the County's noise standards.' The same exemption is carried into current Nevada County Code Sec. 12.04.070.D.8, which also exempts emergency services and functions. In practice, the county limits construction noise through mitigation conditions on individual discretionary projects; for example, the Housing Element Rezone EIR's Mitigation Measure 4.11-1b restricted construction on those sites to 7 AM to 7 PM Monday through Saturday with no work on Sundays or legal holidays, but that schedule is a project condition rather than a countywide rule. Builders in unincorporated areas should check their grading or improvement permit conditions for site-specific hour limits. Inside city limits, Grass Valley restricts construction to 7 AM to 7 PM with no Sunday or holiday work, and Nevada City and Truckee have their own rules.
Because construction is exempt from the county noise standards, enforcement generally arises only when a project violates construction-hour conditions attached to its permit, which can result in stop-work orders, code compliance action, or permit revocation.
