Because Texas counties have no zoning power, Lubbock County sets no construction-hours limit for unincorporated land. Inside the City of Lubbock, Article 14.04.003 bars operating equipment used in commercial construction, repair, alteration, or demolition on buildings, structures, streets, or alleys between 10:00 p.m. and 6:00 a.m. the following day. Daytime work must still not unreasonably disturb neighbors of ordinary sensibilities. Contractors needing after-hours work can apply to the city secretary for a permit of variance, which requires petitioning property owners within 300 feet of the noise source.
