Goodyear Code of Ordinances Section 11-1-8 regulates noise from commercial and industrial operations near residential areas. Construction and industrial activities within 500 feet of residential zones must comply with time-of-day restrictions. The city also regulates noise through nuisance provisions and its adopted Zoning Ordinance, which requires buffer zones between industrial and residential districts.
Under Goodyear Code Section 11-1-8, construction and industrial work within 500 feet of a residential zoning district is subject to the same hour restrictions as residential construction (6 AM to 7 PM April 15 through October 15; 7 AM to 7 PM October 16 through April 14). Industrial operations in commercial and industrial zones not within 500 feet of residential areas may operate 24/7. The Zoning Ordinance requires setback buffers between industrial districts and adjacent residential zones. Persistent or excessive noise from industrial operations that disturbs residential areas can be addressed as a public nuisance. Phoenix Goodyear Airport (GYR) operations are subject to FAA noise abatement procedures rather than local noise ordinances.
Operating industrial equipment outside permitted hours within 500 feet of residential zones violates Section 11-1-8. Complaints are handled by Code Compliance at (623) 932-3200 or Goodyear PD non-emergency at (623) 932-1220. Violations may result in citations and fines. Chronic noise nuisance complaints can lead to code enforcement action requiring operational modifications.
