Title 12 Section 12.40.020 portable and motor vehicle audio rules do NOT apply in M-1, M-2, or M-3 industrial zones, which is why some industrial yards run outdoor PA systems without citation. Compressors, loading dock activity, refrigeration units, and rooftop equipment are all subject to the octave-band measurements.
