Section 8.68.040 excludes City-sponsored activity (§8.68.040(17)), public-works night repairs (§8.68.040(18)), stadium/ballpark events (§8.68.040(19)), authorized parades and street events (§8.68.040(21)), and Parks & Recreation programming. Sioux City's home-rule authority for the ordinance comes from Iowa Code Ch. 364. Workplace noise inside the facility is regulated separately by federal OSHA at 29 C.F.R. §1910.95 (permissible exposures from 90 dBA at 8 hours, 85 dBA action level for hearing conservation programs).
