Every use in Seminole County must operate within maximum noise performance standards measured at the property line (Land Development Code Sec. 30.1302), and objectionable intermittent, shrill, or high-frequency noises must be muffled so they don't become a nuisance to adjacent uses.
Industrial and commercial noise is governed by the Land Development Code's performance standards, not just the complaint-based noise ordinance. Sec. 30.1302 requires every use to comply with maximum octave-band decibel limits at the property line, with higher allowances along a boundary abutting a commercial/industrial district than along a residential boundary. It further requires that 'objectionable noises due to intermittence, heat, frequency, or shrillness shall be so muffled or eliminated so as not to become a nuisance to adjacent uses.' A companion vibration standard (Sec. 30.1303) bars perceptible ground vibration at the property line. Chapter 165's general noise-disturbance prohibition also applies.
Performance-standard breaches are enforced via county code enforcement (Ch. 53); noise-disturbance violations under Ch. 165 are penalized under Sec. 1.8 (165.61).
