Chapel Hill's Appendix B Noise Code expressly regulates leaf blowers and other motorized landscape equipment. Operation is capped at 65 dB(A) measured 50 feet off the premises of use, with permitted operating hours of 8:00 a.m.-7:00 p.m. weekdays and 9:00 a.m.-5:00 p.m. weekends in residential zones (non-residential zones get a wider 4:00 a.m.-9:00 p.m. weekday / 8:00 a.m.-5:00 p.m. weekend window). Manufacturer-supplied mufflers are required.
Unlike most North Carolina municipalities, Chapel Hill's Appendix B Noise Control Code contains a dedicated leaf-blower / landscape-equipment provision. Per the published ordinance summary, 'leaf blowers, lawn mowers and any other motorized agricultural and landscape maintenance machinery shall be operated and controlled by the handler so that the decibel level generated by said equipment does not exceed sixty-five (65) dB(A) when measured, off of the premises where the equipment is used, at a distance of fifty (50) feet from the location of use.' The time-of-day window is bifurcated by zoning: in residential zones, operation is allowed 8:00 a.m. to 7:00 p.m. weekdays and 9:00 a.m. to 5:00 p.m. weekends. In non-residential zones, the window expands to 4:00 a.m. to 9:00 p.m. weekdays and 8:00 a.m. to 5:00 p.m. weekends (the early-morning carve-out exists for commercial / institutional landscapers servicing UNC, hospital, and large-property accounts before business opens). All equipment is required to operate with the manufacturer-supplied muffler or an equivalent noise-reduction device in good working order. Chapel Hill has not banned gas-powered leaf blowers (unlike, e.g., the District of Columbia or several California cities); North Carolina has not adopted statewide preemption of local leaf-blower rules, so Chapel Hill's local provision stands. The 65 dB(A)-at-50-ft cap and the residential-zone weekend morning floor are routinely enforced by Chapel Hill Police and Code Enforcement, particularly in the Northside, Westside, and Pine Knolls neighborhoods where commercial landscape crews service rental student housing. Many UNC-adjacent rental property HOAs and the Town's Neighborhood Conservation Districts may impose additional private restrictions.
Operating leaf blowers, lawn mowers, or other motorized landscape equipment outside the permitted window or above 65 dB(A) at 50 feet off-premises is a misdemeanor under N.C.G.S. 14-4 (Class 3 by default, up to $500; per Town summary up to $150 fine and 10 days, with civil penalties up to $500/day). Commercial landscape contractors with repeat violations may face escalating fines and, for repeat violators servicing the same property, Town referral of the property owner.
