The Noblesville Police Department is the enforcing agency (non-emergency 317-776-6340); the Code Enforcement division (317-776-6325) specifically does NOT handle noise complaints. Master-planned and HOA-governed communities in Noblesville - including subdivisions around the SR 37 / Pleasant Street corridor, Promise Road, 146th Street, Stony Creek, and the Ruoff Music Center side of town - frequently impose stricter leaf-blower hours via private covenants; those private rules are enforced civilly by the HOA, not by Noblesville Police. Commercial landscaper crews working multiple lots in the city must respect the same 7 a.m. - 10 p.m. window. Equipment that has been modified to remove or defeat factory mufflers may also be cited under §71.43 ('Muffler Requirement') if mounted on a motor vehicle.
Leaf blower or power equipment operation before 7 a.m. or after 10 p.m. is enforceable as a §93.25 violation. Per the March 2021 amendment, fines run up to $250 residential / $500 commercial-industrial first offense; second offense within two years up to $500 / $1,000.
