Texas counties have no general police power to adopt noise ordinances or zoning rules. Neighborhoods inside Fort Worth, Arlington, Grand Prairie, Euless, Grapevine, Mansfield, Keller, Bedford, North Richland Hills, Southlake, and Haltom City are subject to each citys noise ordinance instead, and HOA covenants frequently set their own limits on landscaping equipment hours.
No county leaf blower violations exist. Extreme cases may be charged as disorderly conduct under TX Penal Code 42.01, a Class C misdemeanor punishable by a fine of up to $500 after a prior warning.
