Two exemptions matter for events: Sec 1.01.060(C) exempts state- or government-sponsored "cultural, entertainment, athletic, or patriotic events, including... concerts, music festivals, and fireworks displays," and Sec 1.01.060(K) exempts activities under a county special-use permit unless the permit's terms address noise. A backyard party has no such exemption and must meet the residential caps.
