The Bowling Green Department of Parks Rules and Regulations expressly govern outdoor music in city parks. Under the 'Amplified Sound / Music' section: 'The City's noise ordinance must be followed in all areas of the park. Music and other amplified sound and music must not be played at a volume that could disturb other park guests. Music with profanities will not be tolerated. Live bands and DJ's require a Special Event Permit. The renter is responsible for complying with applicable licensing and copyright requirements.' Activities that require a Special Event Permit include the 'use of musical instruments, radios and other sound devices, and amplified sound equipment,' as well as 'musical or theatrical performances,' camps, fairs, rallies, parades, and other organized events. Special Event Permit applications for Downtown Parks must be submitted at least 30 days before the event date and a Certificate of Insurance naming the City of Bowling Green as an additional insured may be required. Applications go to NCS at 707 E. Main Avenue (270-393-3641) - or to the Parks Department, 225 E. Third Avenue (270-393-3249) for park reservations specifically. Outdoor shelters are available for rental between 8:00 a.m. and 9:00 p.m. (March 15 - October 31). The City Parks Department and Bowling Green Police share enforcement responsibility - the Parks Director has authority to ban an offending person from City parks for rule violations, with appeal to the City Manager within seven days. Bowling Green Police patrol all city parks; for non-emergency park complaints call Police Dispatch at (270) 393-4537.
Park-rule violations may result in ejection by the Parks Director or designee, denial of future rental applications, and forfeiture of the cleanup/damage deposit. Operating amplified sound or live music without a Special Event Permit may result in citation under Subch. 9-3 (general noise) and possible referral to Code Enforcement and Nuisance Board under Property Code (Chapter 27).
