Downey Outdoor Music Rules Rules (2026): What You Need to Know

Downey Municipal Code Chapter 6 addresses outdoor and amplified music through several interlocking provisions. No person may use or operate any radio, musical instrument, phonograph, or other sound-reproducing device in a manner that disturbs the peace, quiet, and comfort of neighboring inhabitants, or at a volume louder than necessary for voluntary listeners. Between 10 PM and 7 AM, sound-reproducing devices must not be plainly audible at a distance of 50 feet from the building, structure, or vehicle in which the device is located.

Loudspeakers and sound amplifiers cast upon public streets are prohibited without authorization. Outdoor paging and public address systems require a permit issued by the City in accordance with rules promulgated by the City Manager. No speaker may have a rated output exceeding what the permit specifies, and in no case shall amplifying equipment be operated with more than 15 watts of power in the last stage of amplification. Outdoor paging systems must not operate between 9:30 PM and 8:00 AM if the sound is audible on residential property, and must not create sound on residential property that is annoying or disturbing to persons of normal sensibility at any time.

Private parties with amplified music in backyards are subject to the general quiet hours and decibel provisions. For events on public property or involving street closures, a Special Event Permit must be submitted to the Downey Planning Division at least 60 days before the event. Events requiring street closures also require a Parade Permit and City Council approval.
