El Monte Municipal Code Chapter 8.36 prohibits noise from radios, musical instruments, TVs, phonographs, or other sound-reproducing devices that exceed the noise limit at the property line of any receiving property.
Under El Monte Municipal Code Chapter 8.36, any noise level from the use or operation of any radio receiving set, musical instruments, phonograph, television set, or other machine or device for the producing or reproducing of sound at any hour of the day which exceeds the noise limit at the property line of any receiving property is a violation. The applicable limits are 65 dBA daytime (7 AM-10 PM) and 60 dBA nighttime (10 PM-7 AM) in residential zones. Additionally, noise exceeding ambient levels by more than 5 dBA for 15 cumulative minutes at the property line constitutes a violation regardless of absolute level.
Violations are misdemeanors under EMMC Chapter 8.36. Fines up to $1,000 and/or six months in jail for first offense.
