Torrance Municipal Code Division 4, Chapter 6 defines sound amplifying equipment as any machine or device for the amplification of the human voice, music, or any other sound, excluding standard automobile radios used only by vehicle occupants and warning devices on authorized emergency vehicles. Amplified outdoor sound must comply with the zone-based noise limits: 65 dB(A) daytime and 55 dB(A) nighttime in Region 2 residential areas. The city's policy prohibits unnecessary, excessive, and annoying noises from all sources. Special event permits with noise conditions may be required for outdoor concerts or gatherings with amplification. Powered gardening equipment is specifically restricted to Monday through Friday and Saturdays 9 AM to 5 PM, with Sunday/holiday use limited to 10 AM to 4 PM for resident homeowners only.
