Under the Torrance Municipal Code, a special animal permit from the Director of Community Development is required to keep hens. A maximum of 4 hens per property is allowed, with no roosters permitted. Hens must be kept in a chicken coop or cage in the rear yard, no closer than 15 feet from the rear property line and 10 feet from a side property line. The permit requires a $122 fee, a site map showing backyard coop and run placement, and drawings with dimensions. Hens must be properly housed and cared for to ensure healthy animals and a safe, sanitary environment. Torrance has adopted the LA County Code, Title 10 (Animals) as its Animal Control Ordinance.
Keeping hens without a permit or not meeting setback requirements is a code violation. Animal Control Rangers enforce domestic animal laws.
