Downey Chickens & Livestock Rules (2026): What You Need to Know

Downey regulates the keeping of animals through its zoning code and animal regulations. In R-1 (single-family residential) zones, residents may keep a limited number of hens (generally up to 5) for personal egg production. Roosters are prohibited in all residential zones due to noise concerns.

Chicken coops and enclosures must be located in the rear yard, setback at least 20 feet from any neighboring dwelling unit, and maintained in a clean, sanitary condition. Coops must be predator-resistant and prevent birds from running at large. Manure must be removed regularly to prevent odor and fly infestations. Slaughtering of poultry on residential property is prohibited. Livestock including horses, cattle, goats, pigs, and sheep are not permitted in standard residential zones (R-1, R-2, R-3) but may be allowed on properties with appropriate agricultural or equestrian zoning designations. The keeping of any animals that creates a nuisance through noise, odor, or unsanitary conditions is subject to code enforcement action regardless of zone.
