Torrance Construction Hours Rules (2026): What You Need to Know

TMC Section 46.3.1 makes it unlawful to operate power construction tools, equipment, or engage in outside construction or repair work on buildings, structures, or projects in or adjacent to a residential area that creates noise beyond 50 decibels at property lines, except during permitted hours. Weekday construction is allowed from 7:30 AM to 6:00 PM, Saturday from 9:00 AM to 5:00 PM, and Sunday and holidays observed by City Hall are fully restricted.

A homeowner exception allows residents who live at the property to perform construction work between 10:00 AM and 4:00 PM on Sundays and holidays. The Community Development Director may allow expanded hours and days if unusual circumstances exist, but such requests must be made in writing and approved prior to any expansion. Heavy construction equipment such as pile drivers, mechanical shovels, derricks, hoists, pneumatic hammers, and compressors require prior permission from the Community Development Director before operating near residential areas.

Every construction project requiring Planning Commission review or considered a significant remodel must post an information board along the front property line displaying the property owner's name and contact number, contractor's name and contact number, a copy of TMC Section 46.3.1, special conditions, and the Code Enforcement phone number. Properties zoned commercial or industrial are exempt if a minimum 300-foot buffer from residential property exists.
