Outdoor music from an instrument, band or amplifier is a public disturbance noise at any hour when heard as comprehensible rhythms 75 feet or more from the source (SCC 10.01.040(1)(g)). A public-disturbance exemption permit under SCC 10.01.050(6) can authorize an event.
SCC 10.01.040(1)(g)(ii) captures outdoor music in a commercial, rural or residential district at 75 feet or more from the source, including band sessions and amplified equipment. At night in rural or residential districts, SCC 10.01.040(2)(f) adds loud and raucous voices, instruments, whistles or amplifiers from social gatherings. For a planned outdoor event, an applicant may seek a public-disturbance exemption permit at least 45 days ahead under SCC 10.01.050(6); the administrator may condition the time of day, location, days, and total hours of use. Officially sanctioned parades and public events are exempt under SCC 10.01.050(1)(l).
