Snohomish County does not regulate aircraft noise: SCC 10.01.050(1)(a) exempts sounds from aircraft in flight and airport flight operations at all times. Aircraft noise is governed by the FAA, not county code. New homes near airports may require noise buffering under SCC 10.01.070(3).
Under SCC 10.01.050(1)(a), sounds originating from aircraft in flight, and sounds originating at airports directly related to flight operations, are exempt at all times from the county's quantitative dB(A) limits. Aircraft in the act of landing or takeoff are also excluded from the watercraft definition. Aircraft engine testing and maintenance is exempt during daytime hours (SCC 10.01.050(2)(g)). Aircraft noise itself is a federal matter regulated by the FAA. For new residential plats where airport or freeway noise may exceed an Ldn of 60 dB(A), the county may require buffering to reduce interior noise to Ldn 40 dB(A) (SCC 10.01.070(3)).
No county penalty applies to aircraft-in-flight noise; it is exempt. Complaints go to the FAA or the operating airport (e.g., Paine Field/Snohomish County Airport).
