Passaic County has no general outdoor-music ordinance, but its county parks require permits and set hours. Elsewhere, outdoor music is regulated by your municipality under New Jersey's Noise Control Act (65 dBA day / 50 dBA night at residential property lines).
Outdoor amplified music on private property or at commercial venues is a municipal matter in New Jersey, enforced under local ordinances and the statewide Noise Control Act. Passaic County does control events in its own parks: Garret Mountain Reservation, Rifle Camp Park, and other county parks are open sunrise to sunset, and organized events with amplified sound require a county park permit. Away from county parkland, music from a commercial or community-service facility may not exceed 65 dBA from 7 a.m. to 10 p.m. or 50 dBA overnight at a residential property line under N.J.A.C. 7:29-1.2. Check your municipality for private-property and event rules.
In county parks, unpermitted amplified events violate park rules and permit terms; elsewhere, municipal noise ordinances and the state Noise Control Act govern penalties.
