Section 634.03(b)(2) sets a 50 dBB (slow response) limit at residential property lines from 9:00 p.m. to 9:00 a.m. for any radio, drum, instrument, or sound amplifier in a place of public entertainment. Indoor venues may exceed 95 dBA at customer-occupied points only if a conspicuous hearing-impairment warning sign is posted at each entrance (634.03(b)(1)). For outdoor music on public property, Parma exempts only events that hold a City permit (634.02(c)). Section 634.05 exempts school programs, Municipally authorized parades, and Municipally sanctioned park concerts. Special variances are available from the Safety Director under 634.10.
Violations of Section 634.03 are minor misdemeanors (max $150 fine) under Parma 698.02 (b)(5); willful or knowing violations escalate to fourth-degree misdemeanors (up to $250 and 30 days jail). Each day of continued violation is a separate offense.
