Because Lake County is a rural-resort area with wineries, resorts, and outdoor venues, larger outdoor-music uses are commonly authorized and conditioned through a use permit; the Chapter 13 nuisance definition (Section 13-3.1(e)(9)) expressly excludes noise 'already regulated through an approved use permit,' so a venue operating within its permit conditions is compliant, while an unpermitted or out-of-condition event remains subject to nuisance abatement. Section 41.11(f) lets the Zoning Administrator or Planning Commission conditionally authorize exceptions to the noise limits for infrequent noise as part of a use permit. These standards apply only in the unincorporated areas, not in Lakeport or Clearlake.
Outdoor music exceeding the Section 41.11 limits without a use permit, or beyond a permit's conditions, can be cited under the Performance Standards and abated as a public nuisance under Chapter 13 (infraction/misdemeanor up to $500 per §13-44; administrative penalties $100/$200/$500 per §13-51). Active disturbances may draw a California Penal Code §415 citation from the Sheriff.
