Philadelphia County is coextensive with the City of Philadelphia; Philadelphia Code Title 10 Chapter 10-400 sets nighttime quiet hours from 10 PM to 7 AM weekdays and 11 PM to 8 AM weekends. Residential sound limits apply countywide.
Philadelphia Code Β§10-403 establishes maximum sound levels of 55 dBA at residential property lines during nighttime hours and 65 dBA during daytime. Because Philadelphia County merged with the city in 1854 (Act of Consolidation), the Philadelphia Code applies throughout the county. PA Title 18 Β§5503 (disorderly conduct) provides backstop enforcement for unreasonable noise as a summary offense. Enforcement is handled by the Philadelphia Department of Public Health Air Management Services and PPD.
