Chapter 96 bars continuous horn use, unnecessary grinding or rattling, defective or modified exhausts, and rapid acceleration, revving, or tire squeal. Indiana law separately requires every vehicle to have a working muffler (IC 9-19-8).
Section 96.15 prohibits a range of motor-vehicle noise: the continuous or repeated sounding of a horn except as a safety signal; loud grating, grinding, or rattling from attachments; and excessive noise from a defective or modified exhaust system or from unnecessary rapid acceleration, deceleration, engine revving, or tire squeal. Statewide, Indiana Code 9-19-8-1 requires every motor vehicle to be equipped with a muffler in good working order to prevent excessive or unusual noise, giving deputies a second enforcement tool countywide.
