Anaheim regulates outdoor lighting through zoning code provisions under AMC Title 18. Lighting must not create glare or light trespass onto neighboring properties. California Building Energy Efficiency Standards (Title 24) also apply.
Anaheim's zoning code under AMC Title 18 includes outdoor lighting standards for commercial, industrial, and residential developments. Outdoor lighting fixtures must be designed and aimed to prevent direct glare and light trespass onto adjacent properties and public rights-of-way. Parking lot lighting must meet minimum illumination levels while minimizing spillover. California Title 24 Building Energy Efficiency Standards require efficient outdoor lighting including automatic controls and reduced wattage. New development projects may have specific lighting conditions imposed through the conditional use permit or site plan review process. The Anaheim Resort Specific Plan (SP 92-2) has detailed lighting standards for the entertainment district area. Residential security lighting should be shielded and directed downward. The city does not currently have a standalone dark-sky ordinance.
Glare or light trespass: code enforcement notice. Non-compliant Title 24 lighting: building permit hold. CUP lighting condition violation: compliance order.
