Cleveland Metroparks operates the Rocky River Reservation and CVNP-adjacent areas with dark-sky-friendly lighting. Most suburban lighting codes restrict upward light, limit pole heights to 15-20 feet in residential zones, and require shielding on commercial site lighting.
Hunting Valley Lighting Ordinance requires all exterior lighting to be fully shielded with no light above 90 degrees. Gates Mills Zoning Chapter 1244 limits commercial parking lot lighting to 0.5 foot-candles at property line. Pepper Pike requires cutoff fixtures in residential zones. Cleveland and inner-ring suburbs have general illuminance limits (typically 1.0 foot-candle at residential property line) but do not mandate full-cutoff fixtures for single-family homes. The adjacent Cuyahoga Valley National Park encourages dark-sky-friendly lighting in surrounding communities.
Lighting violations: $100 to $500 per fixture. Commercial non-compliance can trigger certificate of occupancy holds. Night-sky light trespass claims may be pursued as private nuisance in civil court.
