Davenport is aggressive on junk and abandoned vehicles. Under the nuisance-vehicle rules (Chapters 8.14 and 10.76), a vehicle sitting on public or private property that can't move under its own power, or is otherwise inoperable, wrecked, or unlicensed, and isn't enclosed in a legal structure, is a nuisance vehicle. No nuisance vehicle may remain more than 24 hours; after that it is declared a nuisance and may be abated β tagged and towed. To curb repeat offenders, a vehicle cited three times in a consecutive 12-month period can be towed immediately. Abandoned vehicles left on the street are handled under Iowa Code Β§ 321.89. Junk vehicles on private lots must be inside a garage or out of view.
