The City of Chattanooga makes the presence of a discarded or abandoned vehicle on any lot within the city a public nuisance under § 24-344, unless it is fully enclosed, kept for a licensed business, or an unlicensed inoperable vehicle screened from public view. Section 24-343 separately bars leaving any partially dismantled, nonoperating, wrecked or junked vehicle on a street or right-of-way. A vehicle is "abandoned" (§ 24-341) after 10 days unattended, or 48 hours illegally on public property. The city gives at least 10 days' written notice to abate before removal (§ 24-345). In the unincorporated county, TCA Title 55, Chapter 16 governs abandoned-vehicle removal.
After 10 days' notice, the city may remove the vehicle at the owner's expense and place a lien; violations carry a fine of not more than $50 per offense, each day of continuing violation a separate offense (§ 24-349).
