Hamilton County has no ordinance requiring a paved driveway. But Chattanooga City Code § 24-286(a)(2) prohibits stopping, standing or parking in front of any public or private driveway. Driveway design and new curb cuts follow zoning and need an access permit from the road authority.
No county rule forces homeowners to pave a driveway; surfacing is a zoning and site-plan matter. Chattanooga's Chapter 38 zoning sets off-street parking design, and the Regional Planning Agency's regulations govern the unincorporated county. HOA covenants may add surfacing or width requirements.
Parking that blocks a driveway can be ticketed or towed under § 24-303; building a curb cut onto a public road without the required access permit can draw a stop-work or correction order.
