Norfolk enforces abandoned-vehicle rules under Chapter 25 of the city code and Va. Code 46.2-1200. A car, trailer, or semitrailer weighing at least 75 pounds becomes abandoned once it sits unattended on public property for more than 48 hours in violation of an ordinance, or remains more than 48 hours on private property without the owner's consent. Code Enforcement tags the vehicle, notifies the registered owner, then has it removed. Inoperable vehicles kept on private property must be enclosed or screened from view under Va. Code 15.2-904.
A tagged vehicle is towed and stored at the owner's expense, commonly $150 to $500 plus daily storage. Unclaimed vehicles may be sold at auction, and repeat violations add fines.
