Prior Lake City Code Section 5-134 makes it unlawful to keep, store, or pile junk or junk vehicles on private property unless housed within a lawfully erected structure.
Section 5-134 defines a 'junk vehicle' as any unlicensed, unregistered, or inoperable motor vehicle - including automobiles, motorcycles, ATVs, snowmobiles, go-carts, or components and parts. Such vehicles cannot be kept on private property in Prior Lake unless completely enclosed within a lawfully erected structure (such as a garage). The rule applies temporarily, irregularly, and continually - even short-term outdoor storage is a violation. Abandoned vehicles on public streets are towed under Minn. Stat. Sec. 169.041 after the standard notice period. Vehicle parts, tires, and components also count as 'junk' under the section.
Storing a junk vehicle in violation of Section 5-134 is a misdemeanor with fines up to $1,000 per occurrence. The city can also pursue civil abatement and tow the vehicle at owner expense.
