Minnesota's State Building Code and electrical statutes set baseline standards for EV charging installations. State law also limits HOA restrictions on EV charging, ensuring residents have a uniform statewide right to install charging equipment.
Minnesota Statutes section 500.215 prohibits homeowner associations from unreasonably restricting installation of EV charging stations on a unit owner's exclusive-use area. The State Electrical Code (Minn. Stat. Ch. 326B and adopted NEC) governs installation, permits, and licensed-electrician requirements. The Department of Labor and Industry administers electrical inspections statewide. Cities may regulate zoning and parking placement of public chargers but cannot override the statewide electrical code or override the HOA installation right. The 2023 climate omnibus law (Chapter 60) further directed PUC and Commerce to support charging infrastructure.
Unpermitted electrical work can result in stop-work orders, fines under Chapter 326B, and required reinstallation by a licensed electrician.
