Texas counties can't zone, but they can abate abandoned and junked vehicles. Section 683.002 defines an abandoned motor vehicle to include one left unattended, illegally on public property, or on private property without consent for more than 48 hours (24 hours on a turnpike). Section 683.071 defines a junked vehicle as wrecked, dismantled, or inoperable more than 72 hours (public) or 30 days (private), and Section 683.072 declares such vehicles a public nuisance. Cameron County enforces these through the Sheriff and code enforcement.
An abandoned vehicle is taken into custody, the owner is notified, and it may be sold at public auction if unclaimed; junked-vehicle nuisances are abated after statutory notice and hearing.
