Curb colors and parking markings on public streets in Henrico are an official function, not a private one. Under Section 22-152, the county manager or his duly authorized representative is authorized to establish loading zones, bus stops, taxistands, and other places where no general parking is permitted and to post signs advising the public. A resident painting a curb or posting a homemade no-parking sign has no legal force, and it is unlawful to fail to comply only with the county's own official signs. Angle parking likewise applies only where the county has marked the street (Sec. 22-156). To request a parking restriction on a public street, residents should contact Henrico Traffic Engineering rather than mark the curb themselves.
Only county-posted signs and markings are enforceable; unauthorized markings carry no legal effect and defacing public infrastructure may itself be a violation.
