The Henrico County Code (Ch. 10, Art. V, Weeds and Grass) defines weeds to cover grass, weeds, bushes, poison ivy, poison oak, and other vegetative growth, while expressly excluding trees, ornamental shrubbery, flowers, and garden vegetables. Any covered growth over 12 inches high violates the ordinance on residential yards, on lots within a platted subdivision, and on business, commercial, or industrial land within 250 feet of a residence. Enforcement is complaint-driven through the Division of Community Maintenance, which seeks voluntary compliance before contracting the cutting and billing the owner.
Occupied residential owners face a civil penalty up to $100; other violators up to $250. County cutting costs are billed and lien the property if unpaid.
