Curb markings and pavement markings on Nashua public streets are installed and maintained only by the City of Nashua Traffic Engineering Department under federal Manual on Uniform Traffic Control Devices (MUTCD) standards. The Nashua Traffic Engineering page states the department 'plans, improves and maintains walkways and traffic control through traffic signals, pavement markings and street signs' and 'performs technical reviews and provides recommendations on traffic related ordinances and safety issues that include traffic signs, pavement markings, and other engineered traffic devices.' Residents and adjacent property owners may not paint, alter, or add markings to a public curb. Even where curb paint is faded or absent, NH RSA 265:69 and NRO Section 320-67 distance setbacks (15 ft from a fire hydrant, 20 ft from a crosswalk, no parking on sidewalks or in front of driveways) apply by default.
Nashua follows the standard New Hampshire municipal practice that all official curb markings, signage, and pavement markings on public streets - red (no parking / fire lane), yellow (loading or no-parking), green (time-limited parking), white (passenger loading), and blue (accessible parking) - are placed only by the City under federal MUTCD standards. The Nashua Traffic Engineering Department web page provides: the department 'plans, improves and maintains walkways and traffic control through traffic signals, pavement markings and street signs,' and 'performs technical reviews and provides recommendations on traffic related ordinances and safety issues that include traffic signs, pavement markings, and other engineered traffic devices.' Any work that disturbs the public right-of-way - including painting or repainting a curb - requires a street-opening permit from the Engineering Department: 'If work involves any excavation or disturbance in the existing right-of-way - a strip of property encompassing the roadway and the area between the road and private property line - a street opening permit is needed from the Engineering Department.' Even where curb paint is faded, missing, or absent, the underlying distance rules apply citywide. NH RSA 265:69 prohibits stopping, standing, or parking 'on a sidewalk,' 'within an intersection,' 'on a crosswalk,' 'in front of a public or private driveway,' 'within 15 feet of a fire hydrant,' 'within 20 feet of a crosswalk at an intersection,' 'within 30 feet upon the approach to any flashing signal, stop sign, or traffic control signal,' or 'within 20 feet of the driveway entrance to any fire station.' NRO Section 320-67 (Article XII) sets local penalties for the most-enforced curb violations: 15 feet from a hydrant ($50 minimum), in front of a driveway ($50, $60 after seven days, plus towing), and on any sidewalk ($50 minimum, $60 after seven days). To request a new curb marking, no-parking zone, or other parking restriction, contact the Nashua Traffic Engineering Department; to report a parking violation in progress, call Nashua Parking at 603-589-3331 or Nashua Police non-emergency at 603-594-3500.
Painting, repainting, or altering a public curb in Nashua without authorization is unauthorized work in the public right-of-way and is enforceable under NRO Chapter 285 (Streets and Sidewalks) and the Nashua Engineering Department street-opening permit requirements; the property owner may be required to restore the curb at their own expense. Parking in front of a private driveway, within 15 feet of a fire hydrant, on a sidewalk, within 20 feet of a crosswalk at an intersection, or within 20 feet of a fire-station driveway violates NRO Section 320-67 and NH RSA 265:69 regardless of whether the curb is painted. The Nashua Traffic Engineering Department is the only authority that may install official curb markings.
