Anyone violating this provision shall be fined $50, and shall be responsible for the cost of towing or moving fees. If not paid within seven days, the fine shall increase by $10 to $60.' (3) 'No person shall at any time park an automobile, van, motorcycle or other motor vehicle on any sidewalk in the City for any period of time or obstruct any sidewalk in any way. Anyone violating this provision shall be fined a minimum of $50, and if not paid within seven days, the fine shall increase to $60.'
